NATO’s ‘startup’ charts a bold future in maritime unmanned systems

Last December, at their meeting in London, NATO leaders declared: “To stay secure, we must look to the future together. We are addressing the breadth and scale of new technologies to maintain our technological edge, while preserving our values and norms.” These two sentences were, in part, a nod to a significant piece of work the alliance is undertaking within the broader mandate of alliance innovation — NATO's Maritime Unmanned Systems Initiative.

Granted, on its own this sounds both technical and narrow within the context of emerging technology, a context that includes: artificial intelligence, data, space, hypersonic weapons, bio technologies, quantum research, autonomy and more. So why are maritime unmanned systems relevant now? Simply put, developing the numbers of manned submarines, aircraft and ships required to keep pace with potential adversaries is simply not economically viable (almost $3 billion per Virginia-class U.S. submarine).

Not since the Cold War has NATO needed the volume of maritime forces to protect our seas and oceans from would-be foes.

NATO's areas of interest are expanding. As climate change affects the Arctic, new maritime routes are being created, which Russia in particular is exploiting with its submarines and ships. This matters because it exposes a new flank on NATO's high-north periphery, and if left unchecked is a potential vulnerability whilst also being a potential opportunity; this, coupled with an increasing need to protect our undersea data infrastructure means NATO's geostrategic responsibilities continue to grow.

Therefore, if allies are to reinforce NATO's maritime posture, deter Russian aggression, guard against Chinese activity, and protect both critical national infrastructure and our sea lines of communication, NATO must do things differently and at the speed of relevance.

NATO's Maritime Unmanned Systems Initiative was agreed by 13 defense ministers in October 2018. Since then, the initiative's success has attracted the participation of three more allies and garnered significant interest from all of NATO's maritime nations. The political agreement struck in 2018 provided the mandate for NATO to bring together disparate strands of common work ongoing within nations. NATO, acting as a network, enabled allies to become greater than the sum of their parts.

The focus is threefold: utilize world-leading research to increase allied interoperability between conventional forces and unmanned drones; establish new tactics for our sailors to truly leverage these technologies; and develop secure digital communications for military drones across all domains (air, sea and land). Addressing these priorities together will enable this effort to be scaled across the alliance, at pace.

To date, the speed of this effort has been breathtaking. So much so that even the United States and the United Kingdom — two allies who have invested the most in this area — are using the NATO initiative as a catalyst for their own national efforts. The last 12-plus months has seen the creation of a NATO project office, a governance body, as well as the planning and successful execution of the world's largest and most complex maritime unmanned systems exercise off the Portuguese coast in September 2019. This event brought together the very best from our navies, industry, scientific institutes and academia. The results were hugely impressive, with many “world firsts” including maritime unmanned systems augmenting conventional forces through multiple scenarios.

We now have vast swaths of insight and information to start achieving those three goals of improving interoperability, enhancing our tactics and developing secure communications. The goal of improving allied interoperability is actually about enhancing standards. A topic often overlooked at the policy level but critical to the DNA of the NATO alliance. Standards drive interoperability, which in turn drives readiness, which ultimately aids deterrence.

As NATO leads the development of new technologies, so too must come new standards that our industries and military can implement. Open architectures will be key, but allies and industry need to realize that we need to solve problems — not address requirements. No perfect solution will ever be delivered on the first attempt. The alliance will need to both innovate and iterate on operations in order to maintain advantage. This may be a cultural shift to some acquisition purists who are used to developing complex warships over 20-plus-year time frames.

However, the challenge remains our ability to scale. With this project we have an agile global team functioning across multiple national and allied bureaucracies, each with their own culture and ways of working. Through engagement and investment, this team is yielding disproportionate results. Indeed, 2019 demonstrated what can be done with some imagination, effort and focus. But continual growth at speed will require faith by allies to maintain the course. Such is the nature of true change and innovation.

There is a lot to do, and the stakes are high. Near-peer competitors are once again very real. Despite the global lockdown caused by the new coronavirus, COVID-19, the initiative continues to progress through synthetic networks and simulation, driven by passion and intent. Our economy, our data and its infrastructure still need protecting, now more than ever. This effort strives to accelerate maritime unmanned systems into NATO's arsenal to patrol the vast swaths of ocean and offset evolving threats. Success will be seen because it is being built on allied nations' shared values and norms, the same values and norms that NATO leaders recognized in London last year.

    Aaron Mehta A congressionally mandated panel of technology experts has issued its first set of recommendations for the government, including doubling the amount of money spent on artificial intelligence outside the defense department and elevating a key Pentagon office to report directly to the Secretary of Defense. Created by the National Defense Authorization Act in 2018, the National Security Commission on Artificial Intelligence is tasked with reviewing “advances in artificial intelligence, related machine learning developments, and associated technologies,” for the express purpose of addressing “the national and economic security needs of the United States, including economic risk, and any other associated issues.” The commission issued an initial report in November, at the time pledging to slowly roll out its actual policy recommendations over the course of the next year. Today's report represents the first of those conclusions — 43 of them in fact, tied to legislative language that can easily be inserted by Congress during the fiscal year 2021 budget process. Bob Work, the former deputy secretary of defense who is the vice-chairman of the commission, said the report is tied into a broader effort to move DoD away from a focus on large platforms. “What you're seeing is a transformation to a digital enterprise, where everyone is intent on making the DoD more like a software company. Because in the future, algorithmic warfare, relying on AI and AI enabled autonomy, is the thing that will provide us with the greatest military competitive advantage,” he said during a Wednesday call with reporters. Among the key recommendations: The government should “immediately double non-defense AI R&D funding” to $2 billion for FY21, a quick cash infusion which should work to strengthen academic center and national labs working on AI issues. The funding should “increase agency topline levels, not repurpose funds from within existing agency budgets, and be used by agencies to fund new research and initiatives, not to support re-labeled existing efforts.” Work noted that he recommends this R&D to double again in FY22. The commission leaves open the possibility of recommendations for increasing DoD's AI investments as well, but said it wants to study the issue more before making such a request. In FY21, the department requested roughly $800 million in AI developmental funding and another $1.7 billion in AI enabled autonomy, which Work said is the right ratio going forward. “We're really focused on non-defense R&D in this first quarter, because that's where we felt we were falling further behind,” he said. “We expect DoD AI R&D spending also to increase” going forward. The Director of the Joint Artificial Intelligence Center (JAIC) should report directly to the Secretary of Defense, and should continue to be led by a three-star officer or someone with “significant operational experience.” The first head of the JAIC, Lt. Gen. Jack Shanahan, is retiring this summer; currently the JAIC falls under the office of the Chief Information Officer, who in turn reporters to the secretary. Work said the commission views the move as necessary in order to make sure leadership in the department is “driving" investment in AI, given all the competing budgetary requirements. The DoD and the Office of the Director of National Intelligence (ODNI) should establish a steering committee on emerging technology, tri-chaired by the Deputy Secretary of Defense, the Vice Chairman of the Joint Chiefs of Staff, and the Principal Deputy Director of ODNI, in order to “drive action on emerging technologies that otherwise may not be prioritized” across the national security sphere. Government microelectronics programs related to AI should be expanded in order to “develop novel and resilient sources for producing, integrating, assembling, and testing AI-enabling microelectronics.” In addition, the commission calls for articulating a “national for microelectronics and associated infrastructure.” Funding for DARPA's microelectronics program should be increased to $500 million. The commission also recommends the establishment of a $20 million pilot microelectronics program to be run by the Intelligence Advanced Research Projects Activity (IARPA), focused on AI hardware. The establishment of a new office, tentatively called the National Security Point of Contact for AI, and encourage allied government to do the same in order to strengthen coordination at an international level. The first goal for that office would be to develop an assessment of allied AI research and applications, starting with the Five Eyes nations and then expanding to NATO. One issue identified early by the commission is the question of ethical AI. The commission recommends mandatory training on the limits of artificial intelligence in the AI workforce, which should include discussions around ethical issues. The group also calls for the Secretary of Homeland Security and the director of the Federal Bureau of Investigation to “share their ethical and responsible AI training programs with state, local, tribal, and territorial law enforcement officials,” and track which jurisdictions take advantage of those programs over a five year period. Missing from the report: any mention of the Pentagon's Directive 3000.09, a 2012 order laying out the rules about how AI can be used on the battlefield. Last year C4ISRNet revealed that there was an ongoing debate among AI leaders, including Work, on whether that directive was still relevant.     JUST IN: New Navy Lab to Accelerate Autonomy, Robotics Programs

    9/8/2020 By Yasmin Tadjdeh Over the past few years, the Navy has been hard at work building a new family of unmanned surface and underwater vehicles through a variety of prototyping efforts. It is now standing up an integration lab to enable the platforms with increased autonomy, officials said Sept. 8. The Rapid Integration Autonomy Lab, or RAIL, is envisioned as a place where the Navy can bring in and test new autonomous capabilities for its robotic vehicles, said Capt. Pete Small, program manager for unmanned maritime systems. “Our Rapid Autonomy Integration Lab concept is really the playground where all the autonomy capabilities and sensors and payloads come together, both to be integrated ... [and] to test them from a cybersecurity perspective and test them from an effectiveness perspective,” Small said during the Association for Unmanned Vehicle Systems International's Unmanned Systems conference, which was held virtually due to the ongoing COVID-19 crisis. Robotics technology is moving at a rapid pace, and platforms will need to have their software and hardware components replaced throughout their lifecycles, he said. In order to facilitate these upgrades, the service will need to integrate the new autonomy software that comes with various payloads and certain autonomy mission capabilities with the existing nuts-and-bolts packages already in the unmanned platforms. “The Rapid Autonomy Integration Lab is where we bring together the platform software, the payload software, the mission software and test them,” he explained. During testing, the service will be able to validate the integration of the software as well as predict the performance of the unmanned vehicles in a way that “we're sure that this is going to work out and give us the capability we want,” Small said. The RAIL concept will rely on modeling-and-simulation technology with software-in-the-loop testing to validate the integration of various autonomous behaviors, sensors and payloads, he said. “We will rely heavily on industry to bring those tools to the RAIL to do the testing that we require,” he noted. However, the lab is not envisioned as a single, brick-and-mortar facility, but rather a network of cloud-based infrastructure and modern software tools. “There will be a certain footprint of the actual software developers who are doing that integration, but we don't see this as a big bricks-and-mortar effort. It's really more of a collaborative effort of a number of people in this space to go make this happen," Small said. The service has kicked off a prototype effort as part of the RAIL initiative where it will take what it calls a “third-party autonomy behavior” that has been developed by the Office of Naval Research and integrate it onto an existing unmanned underwater vehicle that runs on industry-made proprietary software, Small said. Should that go as planned, the Navy plans to apply the concept to numerous programs. For now, the RAIL is a prototyping effort, Small said. “We're still working on developing the budget profile and ... the details behind it,” he said. “We're working on building the programmatic efforts behind it that really are in [fiscal year] '22 and later.” The RAIL is part of a series of “enablers” that will help the sea service get after new unmanned technology, Small said. Others include a concept known as the unmanned maritime autonomy architecture, or UMAA, a common control system and a new data strategy. Cmdr. Jeremiah Anderson, deputy program manager for unmanned underwater vehicles, said an upcoming industry day on Sept. 24 that is focused on UMAA will also feature information about the RAIL. “Half of that day's agenda will really be to get into more of the nuts and bolts about the RAIL itself and about that prototyping effort that's happening this year,” he said. “This is very early in the overall trajectory for the RAIL, but I think this will be a good opportunity to kind of get that message out a little bit more broadly to the stakeholders and answer their questions.” Meanwhile, Small noted that the Navy is making strides within its unmanned portfolio, citing a “tremendous amount of progress that we've made across the board with our entire family of UVS and USVs.” Rear Adm. Casey Moton, program executive officer for unmanned and small combatants, highlighted efforts with the Ghost Fleet Overlord and Sea Hunter platforms, which are unmanned surface vessels. The Navy — working in cooperation with the office of the secretary of defense and the Strategic Capabilities Office — has two Overlord prototypes. Fiscal year 2021, which begins Oct. 1, will be a particularly important period for the platforms, he said. “Our two Overlord vessels have executed a range of autonomous transits and development vignettes,” he said. “We have integrated autonomy software automation systems and perception systems and tested them in increasingly complex increments and vignettes since 2018.” Testing so far has shown the platforms have the ability to perform safe, autonomous navigation in according with the Convention on the International Regulations for Preventing Collisions at Sea, or COLREGS, at varying speeds and sea states, he said. “We are pushing the duration of transits increasingly longer, and we will soon be working up to 30 days,” he said. “Multi-day autonomous transits have occurred in low- and high-traffic density environments.” The vessels have already had interactions with commercial fishing fleets, cargo vessels and recreational craft, he said. The longest transit to date includes a round trip from the Gulf Coast to the East Coast where it conducted more than 181 hours and over 3,193 nautical miles of COLREGS-compliant, autonomous operation, Moton added. Both Overload vessels are slated to conduct extensive testing and experimentation in fiscal year 2021, he said. “These tests will include increasingly long-range transits with more complex autonomous behaviors,” he said. "They will continue to demonstrate automation functions of the machinery control systems, plus health monitoring by a remote supervisory operation center with the expectation of continued USV reliability." The Sea Hunter will also be undergoing numerous fleet exercises and tactical training events in fiscal year 2021. “With the Sea Hunter and the Overlord USVs we will exercise ... control of multiple USVs, test command-and-control, perform as part of surface action groups and train Navy sailors on these platforms, all while developing and refining the fleet-led concept of operations and concept of employment,” Moton said. https://www.nationaldefensemagazine.org/articles/2020/9/8/navy-testing-new-autonomy-integration-lab

L'US Army se penche actuellement sur un concept innovant visant à faire collaborer drones et robots et ainsi accroître les performances de ses essaims de drones. Afin de pouvoir augmenter les capacités des drones déployés au sein de l'essaim, ces derniers se rendront au sol et se poseront sur des robots, qui leur serviront de plateformes de chargement. Une idée astucieuse afin de considérablement augmenter la portée et l'endurance de ces petits aéronefs. Algorithmes et intelligence artificielle. Afin de conduire ce projet, le laboratoire de recherche de l'US Army a notifié à l'université d'Illinois un accord portant sur 4 ans et un budget de recherche de 8M$. L'enjeu est notamment de pouvoir définir une intelligence artificielle assez performante afin que les drones puissent se poser en toute sécurité sur les robots au sol, et que ces derniers parviennent à suivre les aéronefs en vol. Néanmoins, de nombreux aspects sont à prendre en compte eut égard à l'environnement opérationnel dans lequel ces drones seront déployés. Ils devront conserver leur discrétion, tout en évitant les potentiels obstacles, puisque toute la manœuvre sera réalisée de façon automatique. L'aspect essaim sera également à gérer car l'ambition est de pouvoir mener une mission en continu. Il faudra donc faire alterner les drones dans les phases de chargement afin qu'il n'y ait pas d'interruption de missions. Libérer la charge mentale du soldat. A travers ce projet, l'objectif est également de soulager les soldats, aussi bien d'un point de vue opérationnel que logistique. Les militaires n'auront plus à se charger du pilotage du drone ni à gérer le niveau et le remplacement des batteries.
