L'US Army développe un concept innovant de collaboration drones – robots

Afin d'accroître l'endurance et la portée de ses drones, l'US Army entend faire collaborer des essaims aériens et terrestres.

L'US Army se penche actuellement sur un concept innovant visant à faire collaborer drones et robots et ainsi accroître les performances de ses essaims de drones. Afin de pouvoir augmenter les capacités des drones déployés au sein de l'essaim, ces derniers se rendront au sol et se poseront sur des robots, qui leur serviront de plateformes de chargement. Une idée astucieuse afin de considérablement augmenter la portée et l'endurance de ces petits aéronefs.


Algorithmes et intelligence artificielle.

Afin de conduire ce projet, le laboratoire de recherche de l'US Army a notifié à l'université d'Illinois un accord portant sur 4 ans et un budget de recherche de 8M$. L'enjeu est notamment de pouvoir définir une intelligence artificielle assez performante afin que les drones puissent se poser en toute sécurité sur les robots au sol, et que ces derniers parviennent à suivre les aéronefs en vol. Néanmoins, de nombreux aspects sont à prendre en compte eut égard à l'environnement opérationnel dans lequel ces drones seront déployés. Ils devront conserver leur discrétion, tout en évitant les potentiels obstacles, puisque toute la manœuvre sera réalisée de façon automatique. L'aspect essaim sera également à gérer car l'ambition est de pouvoir mener une mission en continu. Il faudra donc faire alterner les drones dans les phases de chargement afin qu'il n'y ait pas d'interruption de missions.


Libérer la charge mentale du soldat.

A travers ce projet, l'objectif est également de soulager les soldats, aussi bien d'un point de vue opérationnel que logistique. Les militaires n'auront plus à se charger du pilotage du drone ni à gérer le niveau et le remplacement des batteries. L'ensemble se fera automatiquement et permettra aux opérationnels de se concentrer sur des t'ches à haute valeur ajoutée.

    Technology alliances will help shape our post-pandemic future

    Martijn Rasser There's no question the post-corona world will be very different. How it will look depends on actions the world's leaders take. Decisions made in coming months will determine whether we see a renewed commitment to a rules-based international order, or a fragmented world increasingly dominated by authoritarianism. Whomever steps up to lead will drive the outcome. China seeks the mantle of global leadership. Beijing is exploiting the global leadership vacuum, the fissures between the United States and its allies, and the growing strain on European unity. The Chinese Communist Party has aggressively pushed a narrative of acting swiftly and decisively to contain the virus, building goodwill through ‘mask diplomacy', and sowing doubts about the virus' origin to deflect blame for the magnitude of the crisis and to rewrite history. Even though the results so far are mixed, the absence of the United States on the global stage provides Beijing with good momentum. Before the pandemic, the world's democracies already faced their gravest challenge in decades: the shift of economic power to illiberal states. By late 2019, autocratic regimes accounted for a larger share of global GDP than democracies for the first time since 1900. As former U.K. foreign secretary David Miliband recently observed, “liberal democracy is in retreat.” How the United States and like-minded partners respond post-pandemic will determine if that trend holds. There is urgency to act — the problem is now even more acute. The countries that figure out how to quickly restart and rebuild their economies post-pandemic will set the course for the 21st century. It is not only economic heft that is of concern: political power and military might go hand in hand with economic dominance. At the center of this geostrategic and economic competition are technologies — artificial intelligence, quantum computing, biotechnology, and 5G — that will be the backbone of the 21st century economy. Leadership and ongoing innovation in these areas will confer critical economic, political, and military power, and the opportunity to shape global norms and values. The pre-crisis trajectory of waning clout in technology development, standards-setting, and proliferation posed an unacceptable and avoidable challenge to the interests of the world's leading liberal-democratic states. The current crisis accentuates this even more: it lays bare the need to rethink and restructure global supply chains; the imperative of ensuring telecommunication networks are secure, robust, and resilient; the ability to surge production of critical materiel, and the need to deter and counteract destructive disinformation. This is difficult and costly — and it is best done in concert. Bold action is needed to set a new course that enhances the ability of the world's democracies to out-compete increasingly capable illiberal states. The growing clout of authoritarian regimes is not rooted in better strategy or more effective statecraft. Rather, it lies in the fractious and complacent nature of the world's democracies and leading technology powers. In response, a new multilateral effort — an alliance framework — is needed to reverse these trends. The world's technology and democracy leaders — the G7 members and countries like Australia, the Netherlands, and South Korea — should join forces to tackle matters of technology policy. The purpose of this initiative is three-fold: one, regain the initiative in the global technology competition through strengthened cooperation between like-minded countries; two, protect and preserve key areas of competitive technological advantage; and three, promote collective norms and values around the use of emerging technologies. Such cooperation is vital to effectively deal with the hardest geopolitical issues that increasingly center on technology, from competing economically to building deterrence to combating disinformation. This group should not be an exclusive club: it should also work with countries like Finland and Sweden to align policies on telecommunications; Estonia, Israel, and New Zealand for cyber issues; and states around the world to craft efforts to counter the proliferation of Chinese surveillance technology and offer sound alternatives to infrastructure development, raw material extraction, and loans from China that erode their sovereignty. The spectrum of scale and ambition this alliance can tackle is broad. Better information sharing would yield benefits on matters like investment screening, counterespionage, and fighting disinformation. Investments in new semiconductor fabs could create more secure and diverse supply chains. A concerted effort to promote open architecture in 5G could usher in a paradigm shift for an entire industry. Collaboration will also be essential to avoiding another pandemic calamity. Similar ideas are percolating among current and former government leaders in capitals such as Tokyo, Berlin, London, and Washington, with thought leaders like Jared Cohen and Anja Manuel, and in think tanks around the world. The task at hand is to collate these ideas, find the common ground, and devise an executable plan. This requires tackling issues like organizational structure, governance, and institutionalization. It also requires making sure that stakeholders from government, industry, and civil society from around the world provide input to make the alliance framework realistic and successful. No one country can expect to achieve its full potential by going it alone, not even the United States. An alliance framework for technology policy is the best way to ensure that the world's democracies can effectively compete economically, politically, and militarily in the 21st century. The links between the world's leading democracies remain strong despite the challenges of the current crisis. These relationships are an enduring and critical advantage that no autocratic country can match. It is time to capitalize on these strengths, retake the initiative, and shape the post-corona world.     How the Biden administration is expected to approach tech research and development

    Andrew Eversden WASHINGTON — Experts expect President-elect Joe Biden's administration to build on the Trump administration's investments in emerging technologies, while adding to research and development budgets in the Defense Department and across the federal government. The incoming Biden administration signaled throughout the campaign that basic research and development funding would be a priority. Biden wrote in Foreign Affairs he would make research and development a “cornerstone” of his presidency and pointed to the United States having the “greatest research universities in the world.” “It's basic research that's the area where you get the breakthroughs, and you need long-term, sustained investments to build up a strong S&T base,” said Martijn Rasser, a senior fellow at the Center for a New American Security's technology and national security program. Biden's R&D investment is an expected change from the Trump administration's approach, which experts have noted is narrower in scope and focused on harnessing private sector innovation. “The reality is the U.S. private sector has eclipsed the government, which in some ways that can be good,” said Rep. Jim Langevin, D-R.I., chairman of the House Armed Services Committee's Subcommittee on Intelligence and Emerging Threats and Capabilities. “The private sector can move with greater agility than the government, but the private sector may not be focusing on developing those exquisite technologies that we need for the war fighter.” Experts told C4ISRNET they expect the Biden administration to invest more money in basic research areas and to reform immigration laws that slowed the innovation pipeline from abroad to the United States. “China is closing in. They are spending every year more and more on R&D. They will soon, if not already, be spending as much as we are, if not more on R&D,” Langevin said told C4ISRNET. “Congress has woken up to this problem.” Basic research Perhaps the most likely area the Biden administration is poised to change is basic research and development funding. According to annual reports from the Congressional Research Service, the Trump administration consistently proposed top-line cuts to federal research and development in yearly budget proposals. This included the fiscal 2021 budget proposal's $13.8 billion decrease in defense R&D over the fiscal 2020 funding enacted by Congress. While the Pentagon has often been spared from such cuts, the Trump administration has also suggested trimming the defense-related basic research budget line — money that is a “substantial source of federal funds for university R&D,” according to the Congressional Research Service. The White House's FY21 defense-related basic research budget line asked for a reduction of about 11 percent from FY20 enacted, or a $284.2 million decrease. Biden's campaign platform calls for a four-year investment of $300 billion in R&D for new technology such as 5G, artificial intelligence, advanced materials and electric cars. “A nation speaks to and identifies its priorities by where it puts its research dollars, where it puts its money,” Langevin said. “Basic research has to be more of a priority, and that's something I'm going to encourage the Biden administration to focus on.” Michèle Flournoy, thought to be a leading contender to become the next secretary of defense, has also written about the need to increase investment in emerging technologies to counter China. In Foreign Affairs in June, Flournoy wrote that “resilient battlefield networks, artificial intelligence to support faster decision-making, fleets of unmanned systems, and hypersonic and long-range precision missiles” will “ultimately determine military success.” “Continuing to underinvest in these emerging capabilities will ultimately have dire costs for U.S. deterrence,” she wrote. Congressional and think tank reports published during the Trump administration's tenure called for an increase in basic research funding. A report from the House Permanent Select Committee on Intelligence's strategic tech and advanced research subpanel, led by Rep. Jim Himes, D-Conn., recommended bumping up federal research and development funding from 0.7 percent to 1.1 percent of gross domestic product, or an increase of $146 billion to $230 billion. A report by the Council on Foreign Relations from 2019 applauded the Trump administration's requested increases in funding for the Defense Advanced Research Projects Agency, now funded at $3.46 billion, and the Defense Innovation Unit, for which the Trump administration requested $164 million. Laying the groundwork Initiatives started under the Trump administration did provide a groundwork on which the Biden administration can build. Under the Trump administration, DARPA kicked off a $1.5 billion microelectronics effort. In artificial intelligence, the administration launched the American AI Initiative. However, the Council on Foreign Relations criticized that effort because it had no funding and left agencies to prioritize artificial intelligence R&D spending without metrics, while also drawing funds from other research areas. The administration also made an $1.2 billion investment in quantum information science. “The Trump administration started bringing national attention and federal focus to many of these technologies,” said Lindsey Sheppard, a fellow at the Center for Strategic and International Studies. “I hope to see from the Biden administration perhaps a more cohesive guiding strategy for all of these pieces.” While the Trump administration has started many initiatives, the Council on Foreign Relations report also criticized the Trump administration's innovation strategy as an “incremental and limited approach,” writing that “action does not match the language officials use to describe the importance of AI to U.S. economic and national security.” While investment in future technology is important, defense budgets are expected to stay flat or decrease in the coming years. In her Foreign Affairs article, Flournoy acknowledge that the budgetary reality will require “tough tradeoffs.” Experts agree. “R&D programs are going to have to start being able to consistently, clearly articulate justifications for their budgets and the returns on investment,” Sheppard said. But the coronavirus pandemic has highlighted the need for increased investments in research and development, Himes and Langevin argued. Both lawmakers identified biothreats as something they fear for the future. Biological threats are one area that DARPA — an organization Langevin pointed to as a major federal R&D success story — has triumphantly address. Commercial partners from DARPA's 3-year-old pandemic prevention platform program announced they developed a COVID-19 therapeutic using new techniques. “There's absolutely going to be a rethink,” Himes told C4ISRNET in an interview. “Are we correctly allocating money between the possibility that there could be a pandemic that kills a million Americans, versus the possibility that we're going to have to fight the Russians in the Fulda Gap? I think there's going be a lot of thinking about that. And there should be thinking about that because our money should go to those areas where there's the highest probability of dead Americans.” Immigration innovation Another way to improve American innovation in critical future technologies is by allowing highly skilled foreigners to work in the United States. Biden has hinted at changes that will affect American innovation through the expected reversals of President Donald Trump's immigration policies, which limited high-skilled workers from legally working in the country. The Biden administration's platform states it wants to reform the H-1B visa process that the Trump administration restricted, much to the chagrin of American tech companies, which use the program to hire top talent from abroad. Think tanks have recommended reforming the current U.S. immigration policy to attract international students, entrepreneurs and high-skilled workers because of the innovative ideas they provide. For example, an analysis by Georgetown University's Center for Security and Technology found that 68 percent of the United States' top 50 artificial intelligence companies were co-founded by immigrants, most of whom came the U.S. as students. “A lot of the Trump administration's policies — we're shooting ourselves in the foot making it so much harder for people to come here,” said Rasser, who wrote a report for CNAS last year calling for H1-B caps to be increased. “Because of the fact that people want to come to the United States to live and work, that's one of our greatest competitive advantages.     As tech startups catch DoD’s eye, big investors are watching

    By: Jill Aitoro SIMI VALLEY, Calif. — Private investors are not yet lining up to back defense startups, but they are paying close attention. Two factors have created an opening that could lure venture capitalists to defense investments: first, a few select venture-backed technology startups are gaining traction; and second, there's been a strategic shift in approach to weapons development from the U.S. Department of Defense, focusing more on information warfare and, as such, software. In the words of Mike Madsen, director of strategic engagement at the Pentagon's commercial tech hub, Defense Innovation Unit: "We're at a significant inflection point right now that will be visible through the lens of history.” Nonetheless, for the tech startups, it's been slow going, as discussed during a Defense News roundtable in California. For the second year, leadership from DoD and the tech community came together to discuss the state of the Pentagon's efforts to attract commercial startups — this time digging into the challenges and opportunities that come with investment in defense development. “We went into this eyes wide open, knowing full well that to the venture community, the math doesn't make sense. Making the choice to contribute to the advancement of artificial intelligence for DoD represented for us more of a mission-driven objective,” said Ryan Tseng, founder of artificial intelligence startup Shield AI. But early on, “we were fortunate to get the backing of Andreessen Horowitz, a top-tier venture fund. They're certainly leaning in, in terms of their thinking about defense technology — believing that despite the history, there might be a way to find an opening to create companies that can become economically sustainable and make substantial mission impact.” Shield AI has raised $50 million in venture funding since 2015, with more rounds expected. Indeed, a few key Silicon Valley investors have emerged as the exceptions to the rule, putting dollars toward defense startups. In addition to Andreessen Horowitz, which counts both Shield AI and defense tech darling Anduril in its portfolio, there's General Catalyst, which also invested in Anduril, as well as AI startup Vannevar Labs. And then of course there's Founders Fund. Led by famed Silicon investors Peter Thiel, Ken Howery and Brian Singerman, among others, the venture firm was an early investor in Anduril, as well as mobile mesh networking platform goTenna. Founders Fund placed big bets on Palantir Technologies and SpaceX in the early days, which paid off in a big way. Some of the early successes of these startups have “done an excellent job of making investors greedy,” said Katherine Boyle, an investor with General Catalyst. “There's a growing group who are interested in this sector right now, and they've looked at the success of these companies and [are] saying: ‘OK, let's learn about it.' ” Take Anduril: The defense tech startup — co-founded by Oculus founder Palmer Luckey and Founders Fund partner Trae Stephens — has raised more than $200 million and hit so-called unicorn status in 2019, reaching a valuation of more than $1 billion. As the successes piled up, so did the venture capital funding. According to Fortune magazine, those investors included Founders Fund, 8VC, General Catalyst, XYZ Ventures, Spark Capital, Rise of the Rest, Andreessen Horowitz, and SV Angel. “I started my career at Allen & Company investment banking. Herbert Allen, who's in his 80s, always said: ‘Hey, you should run into an industry where people are running away,' ” said John Tenet, a partner with 8VC as well as a co-founder and vice chairman of defense startup Epirus. “There's so much innovation occurring, where the government can be the best and biggest customer. And there are people who really want to solve hard problems. It's just figuring out where the synergies lie, what the ‘one plus one equals three' scenario will be.” Also attracting the attention of Silicon Valley investors is the growing emphasis by the Pentagon not only on systems over platforms, but software over hardware. Boyle described the shift as the “macro tailwind” that often drives innovation in a sector. Similar revolutions happened in industrials and automotive markets — both of which are also massive, global and slow-moving. That emphasis on tech, combined with some recent hard lessons, also provides a glimmer of hope that the typical hurdles associated with defense investments — lengthy procurement cycles and dominance by traditional manufacturers, for example — could be overcome. Consider U.S. Code 2377, which requires that commercially available items be considered first in procurement efforts, said Anduril's Stephens. He also noted court decisions in lawsuits filed by SpaceX and Palantir, which ultimately validated claims that defense agencies had not properly ensured a level playing field for major competitions. “These types of things are now at least in recent memory for Congress, and so they have some awareness of the issues that are being faced,” Stephens said. “It's much easier now to walk into a congressional office and say, ‘Here's the problem that we're facing' or ‘Here's the policy changes that we would need.' There are also enough bodies like DIU, like In-Q-Tel, like AFWERX, like the Defense Innovation Board, like the [Defense Science Board] — places where you can go to express the need for change. And oftentimes you do see that language coming into the [National Defense Authorization Act]. It's part of a longer-term cultural battle for sure.” For now, all these factors contribute to the majority of skeptical investors' decisions to watch the investments with interest — even if they still take a wait-and-see approach. And that places a lot of pressure on the companies that are, in a sense, the proof of concept for a new portfolio segment. “My fear is that if this generation of companies doesn't figure [it] out, if they don't knock down the doors and if there aren't a few successes, we're going to have 20, 30 years of just no investor looking around the table and saying we need to work for the Department of Defense,” Boyle said. “If there aren't some success stories coming out of this generation of companies, it's going to be very hard to look our partners in the eye and say: ‘We should keep investing in defense because look at how well things have turned out.'” https://www.defensenews.com/smr/cultural-clash/2020/01/30/as-tech-startups-catch-dods-eye-big-investors-are-watching/
